Operation Acoustic Kitty 1964–1967 Somewhere inside the CIA, serious men decided a house cat might be useful for espionage. The problem they had to solve was Soviet officials talking outdoors. Bugs were hard to place, human surveillance could get spotted, and nobody pays much attention to a cat strolling through the bushes. So the CIA turned one into a listening device. A microphone went into the ear with a transmitter implanted under the skin and an antenna hidden along the cat’s body. The idea was to let the animal wander close to the target, pick up the conversation, and transmit it back. The wild part is that the electronics actually worked! The cat was the problem. You can brief an agent. You can train a dog. A cat does not care about your operational plan, your chain of command, or the geopolitical balance of power. If the target is ten feet away discussing Soviet intelligence and the cat spots something more interesting across the street, congratulations, your surveillance platform has just went rogue. After years of work, field testing exposed the obvious flaw that cats are terrible employees. So the CIA shut Acoustic Kitty down in 1967, concluding the animal was too unpredictable for real intelligence work. Former CIA officer Victor Marchetti later claimed the first operational cat was released near Soviet targets in Washington and immediately run over by a taxi. After 20 million dollars down the drain and the CIA now says it was a joke, that the cat survived, and eventually had the electronics removed. Acoustic Kitty was not some one-off fever dream. Intelligence programs also explored pigeons, dolphins, insects, and other animals as surveillance platforms. When the target matters enough, somebody in a government lab will eventually look at nature and wonder if it can be recruited. Cat lovers appear to be safe, for now. Dog people on the other hand...
