Polyvinyl alcohol — the stuff laundry pods and some detergent sheets are made from — is marketed as water-soluble and biodegradable. The lab data broadly supports that under controlled conditions. The open question is what happens in a municipal treatment plant running at real-world capacity, and what reaches the river after. At least one peer-reviewed study found intact PVA in treatment plant effluent and biosolids. The pod manufacturers point to other studies. Researchers disagree on methodology. The brands say the film degrades before it reaches waterways. The scientists who found it in effluent say lab conditions don't mirror real treatment at scale.
